Summary

The Security Assessor resources will direct the completion of comprehensive cyber-security assessments for all agencies, boards and commissions. This project will have an aggressive timeline for establishing and identifying gaps in security controls while conducting a Risk Assessment.

Responsibilities

  • Identification and reduction of critical vulnerabilities that place the client risk and reduces risk of security breaches.
  • Identification of gaps in security controls across agencies to drive security improvements and informed investment.
  • Identification and classification of the most critical data (to protect confidentiality and protect the mission-critical data of the agencies) to drive data protection strategies.
  • Identification of security monitoring priorities to rapidly identify threats against the state’s most critical information assets.
  • Identification of conflicting security practices and policies.
  • Identification and remediation of gaps in regulatory requirement compliance.
  • Facilitation of the establishment of enterprise security practices.
  • Capability to address multiple audit findings regarding the lack of risk assessment processes (OAG, IRS).

Weekly status reports from work activities that will be provided to the State Project Manager.

Requirements:

  • Requires a Bachelor’s degree in MIS, IT, or similar discipline;
  • Expert-level experience with MS Office suite
  • Must have a minimum of two years of experience in business analysis
  • Must have excellent communication and written skills
  • Must have experience in communicating presenting project objectives to executive level management
  • Must have a minimum of one-year experience in conducting Organization and applications Risk Assessment
  • Must have a strong foundation/understanding of Risk Management Framework
  • Must have the ability to identify information assurance (IA) principles used to manage risks related to the use, processing, storage, and transmission of information or data
  • Understand and be familiar with the National Institute of Standards and Technology (NIST) controls

Job Profile Summary:

To provide support for Company’s Business Contingency Program (BCP) and to promote the strategic direction and plans for all business units to ensure business continuity and effective emergency management.

Duties & Responsibilities:

  • Acts as a primary point of contact for the Contingency Coordinators, Contingency Council, Facilities and senior management during contingency events. Coordinates incident response activities and integrates the activation of emergency response organizations with business units.
  • Supports a global view of business continuity and ensures that we are maintaining a business continuity readiness posture for Company’s domestic and international businesses.
  • Acts as an internal consultant for business units for completion of contingency plans and testing. Supports the development of a portfolio of “tabletop scenarios” to exercise business unit preparedness for most likely contingency scenarios, including interdepartmental, interdivisional and external dependencies. Monitors the effectiveness of testing and maintenance programs for all contingency planning functions.
  • Integrates the contingency planning process across business units. Helps to establish a framework and methodology for completion of contingency plans by business units throughout Company. Helps to develop, implement and maintain BCP policies and guidelines for all business units to follow. Where applicable, assists with training, maintenance and support for approved contingency planning tools. Helps to create and maintain contingency-related information.
  • Demonstrates initiative and creativity in developing business contingency plans. Works with Contingency Coordinators and related management to assess business unit needs as a basis for the development, testing implementation and maintenance of business contingency plans.
  • Evaluates content of contingency plans to ensure compliance with established corporate framework. Provides training, maintenance and support for approved contingency planning tools where needed.
  • Provides periodic management reporting and status based upon the results of tracking compliance with plan submissions and completion of hot site, phone tree and business recovery testing throughout Company.
  • Demonstrates and promotes cohesiveness and cooperation with internal clients and business partners. Ensures that partner/client problems, questions and concerns are addressed with accuracy, thoroughness and within specified time frames. Reviews and resolves complex partner/client disputes so that both parties receive an equitable solution. Identifies the opportunity to make exceptions to policy and communicates to supervisor.
  • Manages assigned BCP projects. Maintains a high level of quality for all work produced, including status reports, presentations, BCP documentation and correspondence. Uses available data to monitor progress, report status and measure success of BCP projects. Initiates and manages workflow changes. Evaluates operational workflows to increase the effectiveness of business contingency plans.
  • Maintains a high level of quality of Company and industry knowledge in order to effectively manage BCP initiatives. Keeps current on business continuity, disaster recovery issues and related Company policies. Continuously expands knowledge of the investment company business, financial services industry and ongoing business initiatives within the organization.
  • Helps with the on-going training of Contingency Coordinators. Helps to create and maintain Company contingency-related information (i.e.: BCS database, CrewNet, etc.). Helps with semi-annual update of Executive Contingency Plan. Helps to maintain space matrix to track location of groups within Company buildings.
  • Participates in special projects and performs other duties as assigned.

Qualifications:

  • Undergraduate degree in (computer sciences, information technology, or business-related field preferred) or equivalent combination of training and experience. Certified Business Continuity Professional (CBCP) or Master Business Continuity Professional (MBCP) is preferred. Associate Business Continuity Professional (ABCP), Certified Information Systems Auditor (CISA), Certified Information Systems Security Professional (CISSP) or progress towards business continuity planning certification is preferred.
  • Minimum of three years of progressively responsible experience, including at least one to two years business contingency or disaster recovery management consulting experience with responsibility for the development, testing, implementation and maintenance of business contingency or disaster recovery plans. Experience in a control or audit function is preferred.
  • Proven ability to develop and implement business continuity plans and maintain business continuity plans in a dynamic environment.
  • Strong leadership and interpersonal skills.
  • Strong analytical, problem solving and project management skills.
  • Excellent verbal, written communication and presentation skills.
  • Demonstrated experience with PC desktop software, particularly Microsoft Excel, Word, PowerPoint and Lotus Notes.
  • Initiative, flexibility and ability to work independently.
  • Excellent attention to detail.

Special Factors:

Ability and willingness to occasionally travel to other Company sites (i.e., PA and AZ).

Scope:
Interacts with all levels of management across all Company sites. Position requires demonstrated subject matter expertise in Business Contingency Planning (BCP) and project management skills. Position may indirectly supervise multiple business unit BCP teams and coordinate the monitoring and reporting of progress made. Responsible for support and adherence to the Security and Contingency Services Group budget.

BCM is looking for accomplished crew with demonstrated project management and business process experience who thrive in a fast-paced and dynamic environment. Examples of additional responsibilities include:

  • Manage North Carolina business continuity program including thought leadership and facilitation of risk-based approach to drive business continuity strategies;
  • Develop and facilitate incident response exercises for assigned body of work (global);
  • Contribute to BCM Next Generation people, process and technology projects.

Key interactions for this role include business continuity professionals within BCM; Contingency Coordinators across all divisions (including international regions); business leadership teams and subject matter experts from across the enterprise (e.g., Corporate Crisis Communications Team, Corporate Real Estate and Facilities Management, Global Security, Global Technology Operations, Business Technology Groups) and North Carolina Site Contingency Leads.

Required Schedule:

  • Regularly scheduled 5-day week, Monday – Friday, standard core business hours
  • On Call: Onsite, remote and off hours (24×7) support required.
